Hey! 
For 3, I got A because in Commutative, the C and O can stand for change order. That's what the property means, you can change the order of the variables and number but the answer will stay the same.

Here is a photo of what I chose as my equivalent numbers (Red represents my work, blue represents which step comes next, and highlighter shows what the answer is). My reasoning that 1/2 and 5/10 are equivalent is because 5/10 divided by 5/5 is 1/2.

19 x 19 = 361

4 was sewed together.

You could either add, 361+361+361+361

Or you could multiply, 361 x 4

Either way you get 1444.

You could either square root 1444 to get the side length or you could add the previous side length to itself once to get the new side length of 38.

Now you need to get perimeter.

P=4 x length

P=4 x 38
