His program had three main objectives, conservation of natural resources, as well as to have control over corporations and consumer protection. President Roosevelt wanted to help citizens belonging to the middle class and he also wanted to attack plutocracy as well as bad trusts.

He also tried to protect the businesses from the different demands that these businesses received from organized labor. As a Republican, President Roosevelt believed that the actions taken by the government could help to mitigate social problems.
