At the end of 1939, Roosevelt requested the Congress the approval of $80 million to support the military to accelerate its rearmament. He listened to the recommendation of Harold Starks to spend $4 million to help the U.S. Navy in order to equal the fleet of England. Roosevelt encountered the Republican members opposition and finally, the amount of money authorized by Congress was $1.3 billion.

To try to compensate the situation, Roosevelt created a plan to sell weapons to France and Great Britain.
