Explanation:

The declaration of independence mentioned the existence of "Natural Rights". This natural rights are given to the people and there is not a single thing that the government can do to violate them.

Natural rights basically consist of three things:

- Rights to life

The government must protect the citizens' life and take security measurement to prevent attacks from both internal and external threat

- Rights to liberty

The government shall not limit Citizens freedom. They should create a limit on what can and cannot be intervene by the government

- Rights to pursue happiness

The government cannot regulate citizens' private lifes. This include things such as the type of person they want to marry, the type of career they want to pursue, etc.
