Answer: A topical paragraph is a type of paragraph with a strongly developed main idea, or topic.

Explanation:If I'm reading this in the way I feel this is intended, here is the way we teach our students to write a paragraph (this is primarily in persuasive, non-fiction writing):

EVIDENCE

EXPLANATION

LANGUAGE

LINK

Basically, the point section is your topic sentence - what is the paragraph going to be about? Your evidence is you providing information about the topic of the paragraph. The explanation is you further developing your idea. Language is where you might use a persuasive technique, and Link is when you make sure that the paragraph links back to the overall purpose of the speech/piece of writing.

For example, if I was writing a speech about the fact that footballers aren't good role models, my paragraph might go something like this:

Footballers are ridiculously overpaid. Outrageously, Premiership footballers can earn well in excess of £80000 a week and for what? Kicking a ball about? Attending training a couple of times a week?  A doctor earns less than this and they have people's lives in their hands;hanging in the balance. How can we justify this immense difference in wages?Over time, if this continues, it will send an awful message to the youth of today.

Notice that the stages are fairly fluid, as there is no hard and fast way to do this. The structure is a guide as much as anything else.
