Can a dictatorship also be a democracy

No, it cannot.

Dictatorship is when one individual rules over everything, and does many things to ensure he/she stays in power.

Democracy is saying everybody gets a say in what happens in the government and nobody controls everything.

So therefore, there is no way a dictatorship could be a democracy.

No because a democracy is a system of government by the whole population and a dictatorship is ruled by one individual
