The Great compromise or the Sherman Compromise of 1787 was a multiple delegate plan that unified the states of the United States through a constitutional convention. The main objective of the agreement was to replace the “Article of Confederation” which was the United States' first constitution and establish a new bicameral structure of government providing equal representation to all the States.

 

During the convention, numerous debates took place of which most important was the debate on framing the legislative branch of the United States. On 25th May 1787, a plan was introduced as the new constitution at Independence hall of Philadelphia.As it is stated in Article VII, the document will become binding only when it will be rectified by 9 out of 13 states.

Massachusetts was the first to approve it, later accompanied by Maryland and South Carolina. Five territories - Delaware,New Jersey, Pennsylvania, Georgia, and Connecticut agreed to approve it by 7th December while others opposed stating lack of constitutional protection of basic political rights like liberty of religion, speech, and press. New Hampshire approved it on 21 June. In June, Virginia approved the constitution. New York approved it in July on 29th May. It is also credited for the framing the bicameral federal Structure of the congress.
