The main objective of the agreement was to replace the “Article of Confederation” which was the United States' first constitution and establish a new bicameral structure of government providing equal representation to all the States.

New Hampshire approved it on 21 June. In June, Virginia approved the constitution. New York approved it in July on 29th May.
