Rogue states are mostly the nations that were formerly under soviet patronage, and were left in the hands of dictatorial regime.
With the world changing from uni-polar to a hegemony, some states are bound to oppose the moral power of the hegemony and these are the states that were mostly labelled as rogue nations.
