The length is two inches less than five times the width. This means

Length (L) = 5w - 2. (Does this make sense? You calculate 5 times the width and then minus 2)

Then we know the perimeter of a rectangle is 2(L+w) so
Perimeter = 2(5w-2 + w) = 2(6w-2) = 12w - 4 (so C and D are both correct because they are equal)

We check the other two options manually,
A: 2(5w-2)+2w = 10w-4+2w = 12w - 4 (so A is correct because it equals D which also equals C)
B: w+w+5w+5w-2 = 12w - 2 (which does not equal any of the other options)
