The dialogue seems to reveal that Kugler regrets that he didn't find the money. Talking about all of Kugler's evil deeds, God mentions an old couple that Kugler had killed hoping to find a significant amount of money. However, all he could find was sixteen dollars. Now God reveals to him that they had actually kept 20 thousand dollars in a mattress. Kruger doesn't seem to regret murdering those people, but not finding the money he was after.
