If the government under the Articles was so ineffective, why weren’t changes made? The national military would not allow changes to the Articles. There was no method by which changes to the Articles could be made. All the states had to agree in order to pass an amendment to the Articles. A court would have to approve any change to the Articles and there was no court.

After British rule, colonists were afraid of a strong government, they didn't want to have to go through the same thing they went through when the British ruled, again. Because of this, in the Articles, there were lots of limits placed on the government. This made it harder to pass laws, it caused a major economic depression, and more.
