In addition to laying out the many ways in which they believed the Articles of Confederation didn’t work, Hamilton, Jay and Madison used the Federalist essays to explain key provisions of the proposed Constitution, as well as the nature of the republican form of government.

The Warsaw pact is the name commonly given to the treaty between Albania, Bulgaria, Czechoslovakia, East Germany, Hungary, Poland, Romania and the Soviet Union which was signed in Poland in 1955 and was officially called The Treaty of friendship, Co-operation and Mutual Assistance. It was called the Warsaw pact because it was signed in Warsaw.

It was a response to the formation (by western allies) of  the North Atlantic Treaty Organization (NATO). West Germany was allowed to join NATO and was allowed to re- militarize and thus the Soviets saw this as a potential threat.

Most certainly he was reffering to "our new life" as an independent country from England. The first years are always crucial for a new society that will begin to experience its own constitution, laws, customs, etc. Whilst it is a challenge, it also is an opportunity to establish clear policies and ideas for the greater good. At the time United States declared its independence from England, Adam Smith had recently released his book "The Wealth of Nations", in which he remarked ideas of freedom and laissez-faire, laissez passer, french words that mean "let do, let pass", fostering the liberty of man towards entrepreneurship.
