Based on what I have learned,I think the process of a bill at the federal level has so many steps because ,may bill become a law of a particular country.
After composing the bill they are represented in the parlaiment,after checking the bill is perfect or not for the country .It is represented to president ,there may be the vote for the bill,after all these process the bill becomes to implemented as the law.
