It was drafted by John Madison to introduce it in constitutional Convention of 1787. The Constitutional convention assembled in Philadelphia to amend the Article of Confederation. The delegates decided to frame a discussion that should be proposed in the convention James Madison was given the prime credit for the drafting the plan. It was introduced in the convention by Edmund Randolph, the Virginian Governor of that time on 29th May 1787 in the form of 15 resolution.

It proposed a judicial branch comprising of two chambers or bicameral Legislature based on the principle of rotation in office and recall appeal to the national legislature's lower house. It also laid emphasis on broadening the structure and power of the national government.
