In legislative terms, a bill is a proposal
natita [175]
Before a bill is a bill, it is an idea, then a bill, and from there it needs a sponsor, or a few, from the House of Representatives, and from there it is then introduced into the House of Representatives, then it goes to the Committee who revise, review, and research the bill. It's then sent back to the House, debated/voted upon, where it goes to the Senate, from the Senate to the President, he signs it, and thus the bill becomes a law.

capitalism is inherently unstable, resulting in recessions and depressions. Are communism and socialism more stable? How and Why
natulia [17]

Answer:

The more fundamental reason I believe capitalism is speculative and inherently unstable is that the money on which it is based is speculative as well. Contrary to what socialists claim, capitalism, with all of its flaws, is the preferred economic system for lifting the masses out of poverty and transforming them into productive citizens in our country and around the world.
