Answer the CORRECT way to write this would be:

It's YOUR own fault Sparky got loose!

Explanation:

It wouldn't (would not) make much sense if you wrote

"It's (It is) you are (YOU'RE) own fault Sparky got loose"

so therefore the correct word here is YOUR
