The authors would agree that there is a strong division within the congress and that this division has prevented members of the congress from accepting nominations from presidents who belong to different political parties.

Explanation:

Once the members of the graduate are established, there can be no political division between them, in addition to the party division, however this party division should not influence the choice of rationals that must be made for the congress to work efficiently.

However, this is not the case. The ideological and party division within the congress is extremely strong, causing members not to accept the appointment of a congress president from the opposite party even if that person is highly efficient for the position. This is something that the authors shown in the question above would agree.
