1. The states didn’t act immediately. It took until February 1779 for 12 states to approve the document. Maryland held out until March 1781, after it settled a land argument with Virginia.

2. The central government was designed to be very, very weak. The Articles established “the United States of America” as a perpetual union formed to defend the states as a group, but it provided few central powers beyond that. But it didn’t have an executive official or judicial branch.

So I am not sure which King or whatever but I think that he feels this way because the silence of good people is when people do not speak out against bad people's actions. Like if your friend is bullying someone, you want to stop and tell your friend to knock it off and help the person, but your friend is your friend. It's the same thing with this. If someone is bound here to go and I don't know to rob a store and you don't say something, it's bad. People need to speak up and out against bad stuff and injustices or they will never be stopped. That is how people move forward in history. This is how everyone knows what should be avoided and what should be taken care of and dealt with. Sorry if this doesn't answer your question, I didn't know anything about a King.
