In "The Notorious Jumping Frog of Calaveras County", by Mark Twain, the incongruity that exists between the narrator and Simon Wheeler is The narrator is brisk and businesslike; Wheeler takes his time.

A friend of the narrator tells him to look for Reverend Leonidas W. Smiley, and to contact Simon Wheeler for that purpose. The introductory paragraphs writen by the narrator go straight to the point. On the contrary, Wheeler uses long descriptive sentences with bad grammar, and full of dialect. Even though he is serious there is an overall humoros effect. " ...if I asked old Wheeler about him,... he would... bore me nearly to death with some infernal reminiscence of him as long and tedious as it should be useless to me."

ohaa [14]
In my opinion, there are two possible reasons.

First, the government probably does not think these guys are any kind of a threat to them. I mean, so what if there are some people out walking around when no one knows they're there? It's like the thing about the tree falling in the forest with no one around.
