Haussmann was commissioned by Napoleon III to work with public works program. Napoleon III had wanted to make Paris a more suitable place to live in. He had asked Haussmann to remove some of the crowded and unhealthy neighborhoods. He decided to make some annexation of suburbs surrounding Paris.
