All of the crusades were under the title of "holy war". For a holy war to happen, it had to be sanctioned by the Pope and waged against enemies of Christianity. Therefore this trip to Jerusalem was a pilgrimage because participants would kill non-Christians.

With that said the quote "That if any one man chooses to enslave another, no third man shall be allowed to object." is pointing out that any one man is the rule or the popular vote. Therefore, the third man cannot object to it.
