The Framers thought that excessive democracy would lead to a
forfeiture of authorization due to the redeployment of land and wealth. In order
to avoid this, the United States can uphold a stable and reasonable government.
They were also anxious that they would perish, so they pushed the reorganization
of the Articles of Confederation.
Strength 1. Congress could declare war, and start an army and navy. Strength 2. They could make peace and sign treaties.
Weakness 1. They had no power to draft soldiers.
Weakness 2. They had no power to enforce treaties
