<span>A)<span>Lincoln's goal at the start of the Civil War was to preserve the Union.

Lincoln believed the South had no right to break away from the Union and therefore reacted to it as a rebellion. He used troops as Washington did for the Whiskey Rebellion and moved quickly as an executive. He had no intent of ending slavery however the conflict evolved in that way as the years went on. </span></span>
