Fascist governments typically have a charismatic leader who promote the state through nationalism and attack foreigners or outsiders as being the reason for problems in the country. People who speak out against the government are labeled as enemies and a secret police force at the control of the leader would get rid of them. Germany, under Hitler, and Italy, under Mussolini,  were examples of fascist governments during World War II.
