To find the surface area of a cylinder you use the equation

SA = 2 \pi rh+ 2 \pi  r^{2}

SA is surface area
r is radius
h is height

Put in the values you know

SA = 2 \pi (38)(123) + 2 \pi * 38^{2}

Square the number

SA = 2 \pi (38)(123) + 2 \pi  * 1444

Multiply 38 and 123

SA = 2 \pi  * 4674 + 2  \pi  * 1444

Multiply 2 and 4674

SA = 9348 \pi  + 2 \pi  * 1444

Multiply the 2 and 1444

SA = 9348 \pi  + 2888 \pi

Add

SA = 12236 \pi = 38440.53

The answer is 12236 pi or about 38440.53

However, we only want the range from the mean, 200, up to this point.  This means we subtract the area to the left of 200, 0.5 (half of the data goes from the mean left), from this:

0.9338-0.5=0.4338.
