Answer:

It depends.

Explanation:

This applies in general to official titles. If it is followed by the person's name or is used as part of the persons name when referring to that person, then the job title is capitalized.

However if it goes after the person's name, or it´s used by itself without the person's name, then is not capitalized.

the word "tsar" would only be capitalized if it was in front of someone's name, like "king" or "queen". For example:

When to capitalize: Tsar Nicholas ruled in Russia. 

When NOT to capitalize: Nicholas II was once tsar of Russia.
