Mutliply the second equation by 2
2(1/2y = -4x - 3)
y = -8x - 6
The two equations do not differ at all. There are an infinite number of solutions.

The slopes are different. One is plus 8 and the other is minus 8. These two equations will meet at exactly 1 point.

If you multiply the whole equation by - 1 you get the same thing as the first set of equations.
-1(-y = 8x +6)
y = -8x - 6
