The quote suggests that independence must be taken, it can not be won.

Independence according to Paine had to be "declared" meaning the colonists had to take their independence. It is not an action and it certainly will not be given to the colonists. He doesn't want the colonies to miss an opportunity to declare their intentions. If the colonists declare independence then it has to be taken from them instead of given.

Common Sense was written by Thomas Paine and argued that independence was necessary for the colonists to ever be free. He argued that the biggest problem was the English Constitution and therefore as long as the colonists remained colonies they would never have the rights they wanted.
