N presidential campaigns, candidates always seem to make more promises than they can fulfill: more and better health care; a bet

ter environment; only minor reductions in defense; better education; better roads, bridges, sewer systems, and water systems; and so on. What economic concept2 are ignored by the candidates?

I think these promises tend not to be fulfilled because of SCARCITY. 

More and better healthcare, a better environment, minor reductions in defense, better education, better roads, bridges, sewer system, and water systems. All these needs to be fulfilled using vast resources - financial and human resources. 

However, the government financial capacity is limited since it can't produce money at will without jeopardizing the economy as a whole. 

Scarcity is an economic concept wherein the world has a limited means to satisfy unlimited needs. Thus, choices must be made. Promises will be fulfilled at the cost of the fulfillment of other promises.

German involvement in the Spanish Civil War commenced with the outbreak of war in July 1936, with Adolf Hitler immediately sending in powerful air and armored units to assist General Francisco Franco and his Nationalist forces. The Soviet Union sent in smaller forces but a lot of modern weapons to assist the Republican government, while Britain and France and two dozen other countries set up an embargo on any munitions or soldiers into Spain. He, therefore, limited his aid, and instead encouraged Mussolini to send in large Fascist Italian units. The Spanish episode lasted three years and was a smaller-scale prelude to the world war which broke out in 1939.

Nazi support for General Franco was motivated by several factors, including as a distraction from Hitler's central European strategy, and the creation of a Spanish state friendly to Germany to threaten France. It further provided an opportunity to train men and test equipment and tactics.
