No. I think that we should be able to raise teens properly to where they want to take time out of their day to volunteer, but part of high school is figuring out who they are. How are they suppose to do that if people are telling them what to do. If you raise a teen right, they are going to want to put in those hours and help. We should be raising independents who tell themselves what to do. Not dependents who we boss around every day. Let the teens find themselves.
