The correct option is A.
For a person to become qualified to become a naturalized citizen of United States of America, he or she has to be born by parents who are not citizens of USA. Such a person must be able to interact in English language and he must note have any criminal record. Through the process of naturalization, foreigners can become citizens of USA.
