therfore the equation would be 5:4=1:x

Cross mulitiply and you get x=4/5 or 80 cents/pound

Part B:

This is pretty simple, 10,8 is just double the original simplified ratio of 5:4. Therfore 10,8 represents 10 pounds of potatoes for 8 dollars.
