All you need to do is cross multiply and then solve for x
\frac{8}{x+9} =  \frac{2}{x-3}  \\ 8(x-3)=2(x+9) \\ 8x-24=2x+18 \\ 6x-24=18 \\ 6x=42 \\ x=7
