A monarch is a type of political system in which a person inherits his power thru his family or by the power vested upon another monarch and he may have the highest power in the state. He can reign in multiple monarchies thru a personal union.  They may lead autocratically or with reservations.

But, with the Pharaoh's and Kings, there was an <em>absolute monarchy, </em>which means that that one person had all of the power. If the monarch wanted to exile someone, he could do it with nobidy bcking him up, its his decision, but if the Athens people wanted to exile somebody, they would have to have 50% +1 person vote on exile.
