Under this system, they also had <em>government quotas</em> for crop production and could sell surplus crops for profits.  Deng Xiaoping was a Chinese communist leader from the late 1970s until 1997 when he died. He implemented the responsibility system which was an economic reform in which farmers were able to contract land and machinery from collective organizations. If farmers would make a surplus production, they could sell it in an unregulated market, keeping the profit for themselves.
