Yes, it is possible for water to move rocks as big as boulders. It's also possible for water to tear down entire cities. Hope this helps ^^

It really depends on the water. Id say True, Water rushing over it can move it. When water freezes, it can move it by going into the cracks, expanding, then the whole rock can fall/move. (according to the rocks at dinosaur national monument in Utah)
