It rhymes and repeats but I would say its more of a song, but don't get me wrong it does have the characteristics of a poem.
Reading the entire poem aloud is the first step you should take once you have chosen a poem to memorize.
Memorizing one part at a time is a good memorizing strategy to use for this poem.
"Penalty" shows a particularly strong connotation. Your answer would be the word penalty.
