t became the House of Burgess's — the first legislative assembly in the American colonies. The first assembly met on July 30, 1619, in the church at Jamestown. Present were Governor Yeardley, Council, and 22 burgesses representing 11 plantations (or settlements) Burgess's were elected representatives and that's all i know

It also gives low-population states a say in federal government where higher population states might overwhelm them, if its possible to that is. Plus, in my opinion at least, popular vote is pretty much useless
