George Washington? Or the state of Washington? George Washington wanted the United States to not have any political parties. He wanted to stay neutral and not have conflict break out. Unfortunately, in later years, no body listened to him and political parties were born.<span />

It prevented all of the aforementioned countries of being dominant or having a total control of the Chinese economy.
