They told the people that buying indulgences would get you out of time in purgatory. The real reason the church sold indulgences was to get money to patronize art.

The increase of the rail industry led to a lower price of coal, not just from Manchester but from other locations as well. With coal being able to be shipped out farther away it became easier to get and demand increased. With coal becoming easier to obtain than wood and other sources for fuel, it's prices went down, while wood for example increased. Now towns not near a coal mine could obtain a cheap source of energy that lasted longer than wood.
