The word gnarled is an adjective which means something rugged, rough, bent, twisted or knotty like the trunk of an old oak tree or the skin of an old person cause they have lines on their skin.

Maestor Stradish only raised a gnarled hand, which means his old twisted hand to bade Greyson to stay. Raising his gnarled hand does not necessarily mean that he asked politely or nicely. The sentence only describes how raised his old twisted hand to ask him to stay.
