Charles Pinckney was an American politician. He was one of the signatories of the American constitution and held various political positions. He was, for example, Governor of South Carolina and a member of the House of Representatives and the Senate.

Pinckney's role in the Constitutional Convention, where the Constitution was drafted, is considerable. He came up with a very detailed proposal, a precursor to the Virginia Plan, but this was ignored by the other members. In it, he instituted the introduction of a two-chamber system, in which the states had proportional representation in one Chamber and the composition of the other Chamber was based on population. After the Convention, Pinckney played an active role in the ratification of the constitution by South Carolina.  

During the Convention, Pinckney and Pierce Butler, also from South Carolina, introduced a proposal that states should pick up fled slaves and return them to their original owners. The amendment was adopted and was not put into effect until 1864, during the Civil War.

During the age of imperialism, European countries competed to gain new territories to acquire markets and resources to gain wealth and influence.  The more territories one country control the more powerful their influence grew in world politics and created conflict as some countries saw others as a threat.  When the war ended, many countries were devastated as lives were lost and the economy suffered.  This was especially true to those on the losing.  After many demands were placed on them, they grew angry and as a result this laid the seeds for the Second World War.
