The U.S before the constitution was ratified was governed mainly by the Articles of Confederation, which made for a very weak and ineffective central government, since the government didn't tax or have a strong military along with many other defects. Hope it helped!!!

NEW FEDERALISM proposed by President Dixon aimed at DECENTRALIZATION OF AUTHORITY between the State and the Federal Government. New Federalism has helped to give some powers to the State it is believed that it will cost less if the Government is decentralized.
