I believe it's because ottoman imposed a tolerant meritocracy <span>who made themselves acceptable to the </span>conquered<span> populations, which attracted </span>new recruits to join their<span> victorious army

The Ottoman Empire and its military administration used different inducements to attract youth from the newly conquered regions to join them in their next conquests to take over the other regions.

They made the youth believe in their idea of power and authority they would get if they join the military.
