Anvil is a tool used by blacksmiths, and it is the surface on which the object is placed which is worked on with a hammer- stroked  with a hammer.
von Bülow meant (in 1899)  that Germany will either have to colonize others ( be the hammer) or it would have to risk being colonized itself (being the anvil), hence showing the need for Germany to participate in colonization.

Why are snakes so misunderstood, where did the hatred for them come from?

Snakes are beautiful, and they help control the growth of other organisms in their ecosystem. They are seen as a bad organism because of all the propaganda the press has made, when a snake bites someone, the press uses that to propagate the bad feeling for snakes. All those bites would be prevented if people were more careful, so it's not the snake fault.
