When the American National government was formed the first constitution rules were framed which was called as the Articles of Confederation. After the American revolution the colonialism was diluted and the people were in need of a steady economy.

Many colonies wrote their own state constitutions and they were focused to provide freedom and equality to the citizens. The Article gave the freedom to pass the law but it was denied to implement the law.

Without a court system or an executive leader it was difficult for them to enforce the law. To pass the law unanimous decision was required where it was an impossible task. Hence the Anti-federalists fought for a well-organized national group.
