Solution:

for better understanding remove the decimal places  

1.74 = 1.74 / 1000

-0.06 = -0.06 / 1000

So now it will be,

174 / 1000 divided by -6 / 1000

reverse the sign from division to multiplication  

174 / 1000 * - 1000 / 6 (when the signed is changed the numerator and denominator for the second term changes)

= 174 / -6

= - 29 answer
