Wyoming was the State under the Presidentship of Warren G. Harding.

Further Explanations:

Warren G. Harding the 29th President of the U.S born on 2nd November 1865 continued to his office until his demise on 2nd August 1923. As a candidate of the Republican Party, he was among the most popular presidents of that time. After his death, many scandals came to light including his extramarital relation with Ana Britton and, Teapot Dome scandal. He is also often rated as the worst presidents of the United States.

During the 20th Century, the U.S navy converted coal to fuel oil and made sure that they have enough fuel reserve as naval oil reserve. When Harding became President in 1921, he transferred the sway of Teapot Dome Oil field of Natrona, Wyoming to the Department of Interior and then it continued until Navy Secretary Edwin C. Denby persuaded it to transfer the control. It was then transferred to the Harry F. Dohney of Sinclair Oil Corporation.

Both the lease were issued without any proper bidding and was legalized under the Mineral Leasing Act of 1920.hading received a total amount of 5.67 million bribe in November 1921 from both Doheny and Sinclair for this favor.
