The story "Told in the Drooling Ward" was written by Jack London in the year 1911. His praise of home staff and residents looking after the medical needs of mental health patients was found controversial hundred years later. the vulnerable population living in this community home faced many unethical discriminations. the Association for Public Health (APHA) in US is working on policy initiatives and is aimed at promoting ethical use of resources among vulnerable and disabled populations. The organization has also partnered with CDC to end public health disparities in the said population group. Title VIII of the Civil Rights Act also promotes fair housing of disabled population and Patient Protection and Affordable Care Act also implies dual vaccination services, community services without racial discrimination and many other initiatives.

The story has highlighted the services of "California Home for the Care and Training of the Feeble Minded" which is later named as Sonoma State Home. London's story depicted a positive image of the home care facility but the allegations made on the facility years later suggested forced sterilizations of thousands of patients since 1920s. It was also said that children suffering from cerebral palsy were inducted into lethal experiments to find the cure. This discrimination of medical services provision on vulnerable population is now much controlled after various state laws and guidelines such as Belmont report, Nuremberg code, California statuses i.e. CA Health and Safety Code.
