Following the abdication of the Tsar, a provisional government was set up in February 1917 by leaders in the Duma and generally composed of Liberals. Its members hoped to set up a Democratic system of government and sought to secure civil liberties. However, the government lost a lot of its popular support when it chose to continue Russia’s participation in the war, leading to mass desertion of soldiers by the fall of 1917.

The Provisional Government replaced the Tzars in March 1917. Tzar's government had collapsed due to the revolution. The members of the Duma set up that provisional government under the leadership of Alexander Kerensky, but he had to share the government with the Petrograd Soviet.
